A friend of mine says it looks like a Fischer lovebird. If you can catch it, you should bring it to the vet just in case it is sick. It looks very dehydrated.

It looks distressed. I love the color though, pure white.

Not a clue what type of bird it is but it sure looks like one worth TRYING to save if you can catch it and get it to a vet!

if you know any vets near you you can take him or her there
