Oni is about 7 months old. We’re not sure what gender he is yet, but we’ve been leaning towards male just because of his behavior. A week ago, he started making a weird noise sometime when I scratch his head. It’s like a really fast, constant beeping noise. He’s only done it about 3 times. I never pet him below the neck, so it’s just kind of a weird noise haha. Here’s a video from today https://youtu.be/S_sJbDgT3Sw (please ignore my pajamas!)

Hello there and welcome to the forum!

The noise your 'tiel is making is exactly the same sound that my girls make when they are "turned on"... also the sound they make when a male is mating with them. So I think you may have a girl there. They usually don't get stimulated from head scratches, it's more petting their back that gets them in the mood. You may want to start hormone control on her, you can read about it in this article.
