My cockatiel recently lost a flight feather with a tiny bit of blood on the tip. Now when he preens where the feather was lost he lets out a little screech and rotates his wing. I imagine this is because of discomfort of it coming out and not another problem? Other than that he is fine and acting normally. He is young so I imagine this happened because young cockatiels from what I hear are clumsy.

It's probably not a problem. It sounds as though the lost feather might have been knocked out, since feathers that are molted out normally do not have blood on the tip. If he banged his wing on something, he may have another feather that is loose. It wiggles when he preens and it's uncomfortable, so he squawks. The loose feather will either fall out soon or it will heal back into place, so it's not a long-term problem.
