If you're asking this question you probably should not accept the offer. I spent at least a year doing my research on how to keep a bird as a pet, and despite my initial estimate about expenses I'm still spending money every week buying something. Taming my new bird also hasn't gone as well as I thought, and I'm still nervous about what to do when it's still not tame AND is fully flighted.

Also, when I was doing my research, a lot of people were saying with budgies you'll have to get two but with cockatiels you can get only one, but THIS ISN'T TRUE unless maybe if you're a retiree who's home all day and can be the bird's friend all day long. I think people say that because cockatiels are quiet compared to budgies, and as long as they don't hear much (although cockaties are LOUD when they do their flock calls) they can pretend the bird's happy. But a bird will always need a bird friend, and if you're accepting this offer you should immediately plan for everything you need for the second bird.

Agreed with you.
Cockatiels are social birds. Hence there is always communication and chatter in a flock. But they aren't particularly noise birds but sometimes they do. In fact, you might find their whistling to be more like background noise throughout the day
