Hi, I have 3 related cockatiels inside my home. One of them I know is a boy, he talks and repeats anything we say, pokes his head in front of his younger sister saying Hello, Rocky’s a good boy, hello, hello, and so on. He obviously has a crush on her which is not good, she’s too young and related. But my question is, because of his actions of talking so much, does that pretty much guarantee the 2 others are female? Or just don’t want to talk?

Some boys aren't chatty, so there's no guarantee. Especially if it's a bird that's less than 6 months old.

Cockatiels have no qualms about incest, in fact they seem to prefer it. If you're going to keep closely related opposite-sex birds, be prepared to spend a lot of time playing hormone police.
