Yes, he is a normal grey, and he is split to pied. He might even be split to whiteface because it looks like he has a white halo around his cheek patch.

Thank you so much for your reply. If all goes well, I’m going to try to mate it with Cookie. She’s also a pied and her parents are a male white face and mom is a pearl pied

Yeah, no problem. Just so you know, Cookie's father has to be split to pied in order for him to have a pied chick. Since pied is a recessive mutation, both parents have to give a copy of each gene to the chick in order for it to be pied. If I'm right about your new tiel being split to whiteface, you could have whiteface chicks with this pair which would be really neat.
