On Friday April 25, -- his wings were clipped but not enough as DeMarco (in an awesome display of his Debut outdoor flight) flew HIGH into the trees at the Entrance of ANN MORRISON PARK in BOISE ID

spotted him several times in different trees but he's like a cat caught high in the trees

what is the best local agency to call first in any city for this type of situation??

that info alone could be of help

Sorry to hear about your lost bird there is many things you can do, put up flyers post on http://www.911parrotalert.com/ you could also call your local animal shelters in case anyone turns your tiel in good luck I hope he comes home.

Also sitting his cage out (if he didn't have a cage mate) with the door opened and fresh food and water, has been known to work as well

I would put up lots of flyers aswell. I would also call all the vets in your area and put flyers there as well. I hope you get him home soon.

how well can they live outdoors on their own?

I don't want to scare you but they don't do well out there on there own especially if there are other birds that are predators around, there is more of a chance though if he is tame that he will come down and find a human to land on it seems thats what most end up doing.

Like Laura said, if DeMarco is tame, then he will be looking for human company. Fingers crossed.
