Improper Mating

My 1.5 years old Male Cockatiel is not properly Mating my newly bought Female. They are bonded within 10 days and ready to breed.Once the female comes to mating posture my male cockatiel gives call and climb over her and mates in improper position ie.over her head and neck.What might be the reason. Could you guys give me a solution for it?
