On Sunday I found a cockatiel in my back yard. It seemed friendly and landed on my dad's shoulder (after landing on his head!). We took it inside a put in in a cage that had been used for a budgie. It's a bit small for the bird ,but it's good for the time being. It was very hungry and very tiered when we found it.
We tried to find the owners with no avail. We gave our information to the local vets office and pet store and put up a couple of posters ,but no one has contacted us. If we can't find the owners by the end of the month we're just going to keep it.
I have no experience with cockatiels so I have no idea if he(I think it's a he) is behaving normally. He hisses and opens his beak when we put our hands near the cage ,but is otherwise quite friendly. I haven't taken him out of the cage yet should I? I know birds need a varied diet but all he will eat so far is seeds how can I get him to eat fruits a vegetables? How do I read his band? Do I take to an avian vet to get checked out?

Hissing and opening his beak when you put your hands in the cage is definitely normal. He is just a bit scared and is telling you to not bother him. :) Mine still does this a lot.

I would definitely recommend a vet check up, he has been through a lot, and depending on where you live, it could be really hot right now with the sun out.

Here are two threads where other tiel owners are trying to get their birds to eat more healthy. I would suggest the same techniques offered on those two threads:
