I just bought a Latino cockatiel from a pet shop
He was bleeding from his right wing so I picked him up with gloves and don't know what this is please help me I'm going to upload some pics I got him so he can breed with my cinnamon-pied cockatiel will this affect that and will his feathers grow back again
BTW he smells like perfume I'm guessing the old owner put perfume on him does that affect him?
He also isn't making much noise or sounds

I believe that corn starch can be used to stop bleeding. Just be sure to not use an excess amount, due to the danger of the bird inhaling it.
On that note, anything strong smelling can be detrimental to birds. So I would keep an ear out for wheezing, coughing, and sneezing.

I am not yet knowledgeable about wing injuries, so getting vet eyes on it asap would be ideal.

Oh ****, this is a serious wing injury. Feathers may never grow back right again, or may never be able to fly again. Looks somewhat broken at elbow joint. Can stop bleeding with cornflour as suggested, maybe, depending on depth of wound. Looks bad by photos. Smell, have no idea other than bathing him by spray shower of water to give back normal smell of cockatiel several times I'd guess.
Breeding one mixed colour with another can never guarantee colour outcome unless you know the colour breeding of parents upon parents....complicated.
Wish you luck, but this bird is not in a good way at all :(
