My poor guy has had it rough for a while and I am slowly getting him used to me and my husband. He doesn't hiss as often and we can get very close to him when we put our hands in his cage.
Does anyone have any advice on how to hand train? I know he wants to come out of the cage but i think he's scared we will hurt him because of what has happened before we owned him.

Be patient with him and go at his pace. Food bribery usually works really well, especially for a shy 'tiel who may be afraid of hands. Try holding a little bit of millet in your fingers near him and see if he will approach it, but don't move too close to him or he may feel uneasy. I'm sure you will win your little guy's trust in time. :)
