Assalamu alaikum..
My baby cockateil has been plucked his feathers by parents and now he is out of feather at its head and neck and looks bald.. my question is do the feathers grow back again? And how much it take to grow back a plucked feather?

Yes, they do grow back, but it does take quite a few weeks or even months. My baby cockatiel got his head plucked from his father, and this is probably less than yours, yet mine took about a month before the feathers grew back in completely. I would remove the chick as soon as possible because if you leave it with the parents, it will only get worse to the point where they might never grow back. Here is a pic of my chick when he was plucked.
