Not sure if I've spelt that correctly but basically one of Tilly's tail feather has the sheath still round it and it's fully grown - looks like a tail feather inside a straw.....can I remove the sheath or anything? I've tried scratching it off and it does flake but she's reluctant to let me look.

Not sure what you would do...maybe someone else can answer that question. Hope it comes off soon, I can imagine its not comfortable for her.

It may be that the feather is very sensitive if it's still developing at the base of the shaft. Sometimes my birds don't preen their new tail feathers until they've been grown in for a bit. I'd advise against trying to preen it yourself because it's a big problem if a blood feather of that large diameter were to break from the bird struggling. If she likes baths, you can encourage her to take them more frequently, but other than that, I'd let her take care of the feather.
