Can someone explain why is this happening ? Is it an infection? My bird is limping too

Please get the bird to an avian vet as soon as possible. It looks serious to me, although I'm not an expert - but none of my birds has had anything like that in over 30 years of tiel ownership. It looks like the ends of the toes are dying and/or infected and that there is fluid oozing out causing the adjacent feathers to become matted.
