I am looking after my Mum's cocktail and his feathers look really bad. He has been like this since she got him as a young bird. I don't have a clue how to help him. Does anyone know what to do. He doesn't have mites

Have you had him checked by an avian vet? I remember a friend's bird years ago who had a suspected case of giardia with similar overall messy feathers. The bird was medicated but not properly isolated at home and monitored for hydration and weight loss during treatment and unfortunately died. But a giardia infection can't be left untreated either. Perhaps someone can share their expertise since I haven't had this problem with my own birds to draw on personal experience.
