Baby cockatiel stunted - Help!

Little Meep was hatched on 9/3. Baby is 2 weeks today and weighs 20 grams. Baby was hatched in incubator as parents weren't sitting on eggs. I've been hand feeding him from day one. He's very active, noisy and eating with no problems. After feeding him he still cries for food. Am I not feeding him enough?. I feed him Kaytee hand feeding formula mixed with coconut water, 2.5ml, every 2 to 2 1/2 hours. Mixture Is 1 tablespoon liquid to1 teaspoon formula. Is there anything I can do to help him grow and mature? Thanks!! Sorry, pictures are not very good.

Try mixing the formula a little thicker. Kaytee dilutes more easily than other brands, and it sounds to me like it might be too watery. The formula should have the consistency of applesauce - thin enough to run a little if you tilt it, but thicker than soup.
It's often recommended to feed no more than 10% of body weight at each feeding. If the crop is too full, it can take too long to empty it, and there's also a risk of overstretching.
