Can I give my cockatiels baby carrots? I know they can eat carrots but CS I give them baby carrots?

Sure you can. In fact IF you can get any of your tiels to eat carrots, consider yourself lucky! I've tried a few times and at best I get a few nibbles but no full blown eating yet. I tend to have better luck with broccoli.
