Hi i bought a 3 weeks old cockatiel yesterday. His owner used to feed him by inserting a thin tube attached to the syringe and inject the food. Im scared of this methid so i just put syringe in his mouth and give him food without the tube. But he doesnt seem to want to be fed like this. Any advice please ?

It's a very bad idea to buy an unweaned baby if you don't know how to feed it, because it is very easy to kill the chick. Please take him back to the breeder and ask them to feed him for you until he is old enough to eat on his own.
